I want to lay ceramic tiles over vinyl tiles.?

I want to lay ceramic tiles over vinyl tiles. The floor is concrete and the tiles are fixed tight apart from one small piece. I was told that I should scour them and put a chemical sealant on the tiles first. So many different things out there can anyone HELP me.
