You can use Drylock or similar products but that will not solve the problem completely. You have to determine why the water is getting to the wall to begin with. If the ground around the house has a negative pitch - meaning sloping down towards the house - that has to be fixed to divert rain water away from the foundation. If you see any cracks on the exterior they need to be repaired. All downspouts should be aimed away from the house and extensions put on if necessary.
