Can you put BIN Zinzer shellac based primer over top of vinyl flooring?

Just tore up some very soiled carpet and there's very old vinyl underneath. It's also stained and smells. I'm using this primer as a sealant in other rooms with wood floors. Wondering if I can also use it over the vinyl to cover up the stains and odors, too?
