What is this fabric/weave called?

It has a regular pattern, like polka dots, of threads that have been "picked" or "teased" out of the weave and cut at the ends. They make tiny tufts every few inches on the fabric. I've had heavy cotton and sheer chiffon-type fabrics with this on it. What is it called? Thank you very much.
