Is there any sealant to prevent concrete from chipping off house in winter?

On the side of my house, the concrete is chipping off after every winter, it's only getting worse. I suspect water is getting into the concrete in the winter, freezing, and thus expanding, and breaking it off. Is there any industrial sealant I can get that will seal the concrete so that water can't get into it? Is this really the problem though causing it to chip off?
