Last summer I had the bottom step?

leading up to my front porch complete replace with new concrete. The gentleman that did the work must of did something wrong because when I painted it along with the rest of the steps and the porch without a few weeks the paint all peeled off. Someone told me that he must not of put a concrete sealer on it. Never heard of such a thing. Was wondering if I did put a sealant on if this would take care of the problem with my paint peeling off. Was going to put outdoor carpet on my whole porch and steps but I figure this would be a way cheaper fix. Any ideas or what I could do to the step to make the paint stick.
