Master Cylinder Glass? MOT?

HI there, just picked up a cheap motorcycle and have noticed that the last owner as covered the master cylinder glass with what looks like blue liquid gasket sealant. My question is this, would this be a MOT failure? as i though that the glass had to be visible? or can it be covered up? any help would be appreciated
