Why does he keep lightly touching my knee? Does he like me?

There's this friend who keeps on lightly touching my knee when he is talking to me. Happened every time we met while he is talking. And I let him but I am not massively atttracted to him but I am not repulsed either. For example, he is intelligent and speaks three languages fluently. We also tease eachother about our accents. He's from Wales, I am from East London. Tonight, he touched my face but only to illustrate how someone else touched my face but I didn't move away. I let him into my space but I don't reciprocate the touch. Otherwise, he never says anything to indicate that he likes me but does it sound like he likes me?
